When I was in Hengchun — I witnessed highly abusive living conditions of dogs by a private dog owner right across from Rainbow Wave Surfing Hostel, right next to a street food counter on the main road: He kept two neglected dogs: One dog was so obese that he could hardly move his body (no pedestrian could overlook this poor animal! ), captured all life long on a 1m-metal chain. The other dog was kept in a rusty metal cage just as large as himself – only provided with food and water. Both dogs were only waiting for their death. They were kept right at the noisy and stinky main road — never taken for a walk. I took pictures and went into the hostel to talk to the staff about what I saw. The hostel owner confirmed that he never saw the animals off the chain or outside the cage. He promised me to talk to his friend — a dog owner and lover — to try to rescue the animals which I found very nice and cooperative (that´s why I gave 5 stars only for the hostel — not for Hengchun itself). The hostel staff/ owner had a dog himself. Apart from that, I experienced Hengchun as a highly animal abusive place and want to encourage tourists to open their eyes for that problem and speak out for the animals (e. G. Parrots in super small cages as decorative elements during night markets, stray dogs with their ears cut-off…)!
